The Ground Extraction tool defines a region on which the ground is detected and everything within this region is flattened to create the terrain. This is like a cleanup tool: preparing your context data for design purposes.

The Ground Extraction tool is visible only when a 3D model, from Bentley ContextCapture, has been attached and there's no terrain model.
